Curaçao Licensing Reform Timeline
November 2022 — Reform Announced
The Ministry of Finance of Curaçao introduced plans to modernize the online gaming regime through a new law: the National Ordinance on Games of Chance (LOK).
December 2022 — GCB Appointed as Supervisor
The Gaming Control Board (GCB) was formally appointed to oversee and regulate the transitional and future online gaming framework.
January 2023 — Application Portal Goes Live
The GCB launched a digital application portal for operators to apply for licenses under the transitional NOOGH regime.
Q2 2023 — Sublicense Holders Begin Transition
Existing sublicense holders were invited to register independently with the GCB and begin the process of transitioning to a direct license.
September 2023 — Draft LOK Published for Feedback
The government released a draft version of the LOK for stakeholder consultation, incorporating feedback from operators and service providers.
November 2023 — Revised Licensing Requirements Released
The GCB introduced updated application criteria, including enhanced due diligence, beneficial ownership transparency, and local presence requirements.
April 30, 2024 — NOOGH Registration Deadline
Operators were required to register with the GCB and comply with interim requirements to continue legally operating under the transitional framework.
December 17, 2024 — Parliament Approves the LOK
Operators were required to register with the GCB and comply with interim requirements to continue legally operating under the transitional framework.
December 24, 2024 — LOK Enacted
The LOK came into force, replacing the old system with a regulated framework for B2C operators and B2B suppliers under direct government oversight.
December 24, 2024 — GCB Closes Application Portal Temporarily
The GCB paused new license submissions to adapt documentation and procedures to the LOK requirements.
March 20, 2025 — B2C Application Portal Reopens
The GCB reopened the portal for Business-to-Consumer (B2C) operators to apply for licenses under the new LOK regime.
Mid-June 2025 — B2B Application Portal to Open
The GCB is preparing to open the portal for Business-to-Business (B2B) supplier licenses in mid-June 2025, once supporting structures such as testing lab accreditation are in place.
Current Status
The LOK is fully in effect. B2C license applications are being accepted through the GCB portal, while the B2B license process will open in mid-2025. Operators must comply with the new regulatory, corporate, and compliance standards introduced by the LOK.
